The third-largest party also criticized the prime minister for tabling the proposal, which had already been made public and criticized at a meeting of the special committee on Tuesday.[break]
“This meeting objects to the prime minister´s proposal as it is against the seven-point agreement. The Maoist combatants must individually meet the security agency´s standards and the act of rank determination of Maoist combatants shouldn´t negatively affect the career development of officers as well as other personnel of security agencies,” said the proposal unanimously endorsed by the UML´s parliamentary party meeting at Singha Durbar on Thursday.
Accusing the prime minister of delaying the constitution writing and peace process, the party also demanded that the prime minister step down and pave the way for formation of a national consensus government.
The party also criticized the government for running the administration and security agencies in an arbitrary manner violating the constitution and existing laws. It has demanded that the government immediately stop illegal transfers and promotions of civil servants and take strong measures to end corruption.

UML lawmakers for consistent party policy
UML lawmakers at the parliamentary party meeting pressed the party leadership to form a consistent party policy on state restructuring and stick to the party´s official position with regard to the system of governance. UML in its election manifesto lobbied for the prime ministerial system with the prime minister as the executive head and ceremonial president the head of the state.
Several lawmakers, including Ramnath Dhakal, Ravindra Adhikari, Ratna Gurung, Kul Prasad Nepal, Raj Bahadur Budha, Netra Panthi, Lalbabu Pundit, Raj Kumar Rai, Rijwan Ansari and Dharma Niraula criticized the party leaders for not strongly lobbying for the prime ministerial system.
They also pressed UML top leaders to finalize the party´s official state restructuring model. Recently the party´s central department for federal affairs floated a proposal with two alternative models -- an eight-province model and another with 12 provinces.
But the lawmakers insisted that the party finalize one of them so that the party´s rank and file would go to the people seeking support for the party´s official model.
