“We have already put forth our bottom line on the integration issue. But there are some sections in both the NC and the UML that do not want the peace process to be completed,” said Pun.[break]
On Monday, Prime Minister Khanal had issued an ultimatum to the Maoists, saying he would resign if the former rebels don´t sign an agreement on the number of combatants to be integrated, rank harmonization and rehabilitation packages by August 13.
The PLA chief argued that problems have surfaced in the integration process as both the NC and UML are unclear about the issue.
“Our bottom line is that 8,000 to 10,000 PLA personnel should be integrated and the responsibilities of the proposed mixed force defined. And, the PLA should be given leadership of the proposed directorate,” Pun said.
Newly appointed Deputy Prime Minister and Home Minister Narayankaji Shrestha, however, said that his party has stepped up talks with other parties for flexibility on the integration issue. “The political parties sticking to their respective stances doesn´t lead to any solution. There is no other option to being flexible,” Shrestha said. He said he is hopeful an agreement on integration would be signed by August 13.
Meanwhile, speaking at Reporters´ Club Nepal, Maoist Senior Vice-chairman Mohan Baidya stated that there would not be any deal on the integration process by August 13 if the prime minister doesn´t take serious initiatives to that end.
“If the prime minister doesn´t take any initiative and only imposes one condition on the Maoists after another without commitment to changing the status quo, the peace process will never be completed,” he said.
Baidya argued that his party has lent support to the Khanal-led government, but would not have any problem if Khanal quit. The senior Maoist vice-chairman argued that his party should lead a national consensus government to conclude the peace process and constitution drafting.
